Kumare ? A Documentary About Faith And Empowerment ...

Recently, I went with a friend to see a documentary about a filmmaker who wanted to prove that religion and religious leaders weren?t necessary. The young man created an identity of a wise guru for himself. To spread his message that each person was his/her own guru, he began attracting students.

Because of the way he spoke and acted, people believed in his performance and that he was a spiritual guru. People assumed he was a spiritual master because that?s what they expected to see. His followers accepted the way he defined himself and projected onto him their ideas of what a guru could do.

As he engaged with his followers, he accepted them unconditionally. This gave them the safety to begin to change. He communicated that he believed in them, which was in line with his message that they were their own gurus. But he also listened to them, which allowed them to feel seen. By doing this, he empowered them to believe in themselves.

The connection with his students, and what he shared with them, transformed them. These connections were powerful and changed him, too. We each have the power and knowledge within us to improve our lives, but we may not believe that we can do it. Sometimes we need someone to believe in and accept us to enable us to believe in ourselves.

The filmmaker wants to reveal himself to them, but he cares about them and is concerned about how it will affect the changes they?ve made. How will his ultimate message be received? Kumare is a fascinating documentary. It shows the power of our connections with other people and how they can transform our lives.

Overtaxing: The FCC's Broadband Tax | Policy Interns

In April, the Federal Communications Commission (FCC) filed a request?for comments on a proposal that would effectively place a tax on broadband Internet service.? This move has largely flown under the radar, but fortunately, people have begun to take notice.? Obviously, a tax on broadband Internet service would have a large impact across the country, including affecting basically every person reading this article.

Under the Telecommunications Act of 1996, the FCC can require ?every telecommunications carrier that provides interstate telecommunications services? to contribute to the Universal Service Fund (USF), as well as ?any provider of interstate telecommunications? if the public interest so requires.?? This provision is applied to telephone service providers.? The USF has been used historically to promote the extension of telephone service to rural areas, by requiring larger contributions from urban providers, and paying out to rural providers.?

This, historically, has not applied to Internet providers, although Internet phone and voice communications services have been included within the Act.? Broadband providers could arguably qualify as ?telecommunications providers? under the definitions in the Act, and could be required to pay into the USF if ?public interest so requires.?? This payment would then be passed along to the consumers, effectively, though not technically, taxing them for broadband service.

The FCC would use these funds to extend broadband coverage to a larger number of areas, almost certainly in the same manner they use the USF to extend phone service to rural areas. This would mean higher broadband prices for people living in urban areas.

This would appear to be arguably within the FCC?s authority, but a few recent developments make it a bit more complicated.? In the recent ObamaCare opinion, the Supreme Court has now established a ?if it looks like a duck, and quacks like a duck, it must be a duck? approach to determining whether fees are actually taxes; this may be the new norm.?

If this is the case, the FCC runs into two main problems.? First, they have not been granted the power to tax.? Second, the Internet Tax Freedom Act Amendments of 2007 have extended the moratorium on Internet taxes until November, 2014.? This applies to both state and federal governments, and shows that not only can the government not tax the way the FCC intends here, but shows a desire by Congress not to do exactly what the FCC proposes.? The FCC exceeds its authority if it acts contrary to the will of Congress, in this case evidenced by Congress passing provisions to ensure that Internet providers are not taxed.?

With so many different angles, this could be decided either way. The Telecommunications Act has not applied to broadband in the past, but broadband could fit in its definitions.? The FCC cannot tax, but can require contributions to a fund.? ?These contributions, if seen as a tax, would be invalid under the ITFA, but if seen as non-tax contributions, could be allowed. The FCC?s actions go against the intent of Congress, but do not violate the letter of the Telecommunications Act.

There are a lot of policy and legal interactions here, but the FCC has the backing of some pretty heavy-hitters arguing for public policy, most notably, Google.? Obviously, it would benefit Google if more people had Internet, and Google would not be the one paying into the UFC, so perhaps this is not too surprising.? Whether the FCC is allowed to take this action remains to be seen, but it is alarming that the FCC intends to take action that is so clearly opposed to the aims of Congress by taxing broadband providers.?

Hollande spurs action on jobs plan as ratings slip

PARIS (Reuters) - The French government is fast-tracking the introduction of a program to tackle rampant unemployment following a slide in President Francois Hollande's approval ratings.

Parliament will reconvene on September 10, two weeks earlier than anticipated, and its first task will be to examine a state-sponsored youth job creation scheme, government spokeswoman Najat Vallaud-Belkacem said on Wednesday.

The program was approved by the cabinet earlier in the day.

She told a news conference it had been decided to move the session forward to ease congestion given the draft law was ready.

French media saw it as a reaction to a rash of surveys showing Hollande's ratings have tumbled to below 50 percent and most people feel he is acting too slowly to resolve the country's problems.

Unemployment in France was running at 10.1 percent in June, according to the EU's statistics agency Eurostat - below the euro area average of 11.2 percent but far higher than Germany's 5.4 percent.

The government's biggest legislative challenge for the weeks ahead will be the 2013 budget, due to go before parliament on September 24. Despite Hollande's comfortable majority, the bill is expected to provoke fierce debate as it needs to slash around 30 billion euros ($38 billion) from the state deficit to comply with EU commitments.

Legislation to ratify the European Union's budget responsibility pact, which ties governments to deficit targets, will be put to parliament in early October and is also expected to provoke dissent from the Socialist Party's left wing.

Hollande's approval ratings have slid faster than any other recent president since his May election as voters lose faith in his ability to deliver on campaign pledges to fix surging unemployment and anemic growth.

Since returning from the summer break, the government has announced a raft of measures aimed at helping households, including lowering fuel prices for a three-month period and permanently raising the ceiling on tax-free saving accounts.

"We are more focused on economic trends than poll trends," Vallaud-Belkacem said. "We will win over the people if we revive the economy, and that's what we're trying to do."

A survey by TNS Sofres for the weekly Le Figaro magazine to be published on Friday shows Hollande's confidence rating slipping by 5 points from July to 50 percent. 'No confidence' responses rose by 6 points to 45 percent. ($1 = 0.7958 euros)

Govt won't bring charges over CIA interrogations

WASHINGTON (AP) ? The Justice Department announced Thursday it has ended its investigation into CIA interrogations of terrorist detainees without bringing criminal charges.

The decision in the probes of the deaths of two terrorist suspects marks the end of a wide-ranging criminal investigation by federal prosecutor John Durham into interrogation practices during the presidency of George W. Bush.

Durham has looked into the treatment of 101 detainees in U.S. custody since the Sept. 11, 2001, terrorist attacks.

Durham's probe into another episode involving the CIA began in January 2008 when the Justice Department chose him to conduct a criminal investigation into the agency's destruction of videotapes it had made of its interrogations of terrorist suspects.

In August 2009, Attorney General Eric Holder expanded Durham's mandate to include a preliminary review of the CIA's interrogation of specific detainees overseas. In June 2011, Holder approved Durham's request to move into a full criminal investigation of the two deaths.

The 2009 expansion followed the public release of an internal CIA inspector general's report that revealed agency interrogators once threatened to kill a Sept. 11 suspect's children and suggested another would be forced to watch his mother be sexually assaulted. The report said some CIA interrogators went beyond Bush administration restrictions that gave them wide latitude to use severe tactics such as waterboarding, a simulated drowning technique.

In regard to the just-completed probe of the two detainees' deaths, Holder said that "based on the fully developed factual record concerning the two deaths, the department has declined prosecution because the admissible evidence would not be sufficient to obtain and sustain a conviction beyond a reasonable doubt."

In a message to employees Thursday, CIA Director David Petraeus said that "as intelligence officers, our inclination, of course, is to look ahead to the challenges of the future rather than backwards at those of the past. Nonetheless, it was very important that we supported fully the Justice Department in its efforts" and "I would like to thank everyone who played a role" in doing so.

Former CIA Director Michael Hayden said he was "heartened that the investigation is complete, and I'm heartened by the results. I had great confidence in Mr. Durham. I just regret that many CIA officers had to go through yet another review of these activities."

Jameel Jaffer, deputy legal director of the American Civil Liberties Union, called the outcome of the investigation "nothing short of a scandal."

"Continuing impunity threatens to undermine the universally recognized prohibition on torture and other abusive treatment," Jaffer said.

Durham's review examined whether CIA interrogators used any unauthorized interrogation techniques, and if so, whether the techniques could constitute violations of the torture statute or any other laws. The approach taken in the probe was not to prosecute anyone who acted in good faith and within the scope of the legal guidance given by the Justice Department's Office of Legal Counsel regarding the interrogation of detainees.

Thursday's announcement came in the deaths of Gul Rahman and Manadel al-Jamadi.

Rahman died in the early hours of Nov. 20, 2002, after being shackled to a cold concrete wall in a secret CIA prison in northern Kabul, Afghanistan, known as the Salt Pit. He was suspected of links to the terrorist group al-Qaida. Rahman is the only detainee known to have died in a CIA-run prison.

Before Durham looked into Rahman's death, two other federal prosecutors conducted separate reviews and could not prove the CIA officer running the Salt Pit had intended to harm the detainee ? a point made in a government document that has been released publicly.

Al-Jamadi died in 2003 at the Abu Ghraib prison in Iraq. A military autopsy declared al-Jamadi's death a homicide.

At Abu Ghraib prison, instead of turning al-Jamadi over to the Army, CIA officers took him to a shower stall. They put a sandbag over his head, cuffed his hands behind his back and chained his arms to a barred window. When he leaned forward, his arms stretched painfully behind and above his back.

Within an hour, he was dead.

At least three CIA employees came under scrutiny, including a paramilitary officer who ran what was known as the detainee exploitation cell at Abu Ghraib.

The officer was on the raid when a group of Navy SEALs captured al-Jamadi. He processed al-Jamadi into the prison but he was not in the shower room when al-Jamadi died.

The officer failed to have a doctor supervise al-Jamadi before he was processed into the prison, violating agency procedures. The officer, who was reprimanded over the incident, now works for a defense contractor.

France extends euro zone olive branch to Berlin

JOUY-EN-JOSAS, France (Reuters) - France's Socialist government made a public show of unity with Germany on Wednesday with pledges to cooperate closely with Berlin on Europe, seeking to dampen talk that Paris was siding with southern European nations against austerity.

Prime Minister Jean-Marc Ayrault said Paris was determined to press ahead with Berlin on stronger economic governance in Europe to resolve the debt crisis -- a persistent German demand but a divisive issue for the ruling Socialist Party in France, where many are reluctant to cede more authority to Brussels.

President Francois Hollande's policy of showing sympathy to debt-laden nations like Italy and Spain as they face more austerity demands has stirred concern in some quarters that he is not closely enough aligned with Germany's Angela Merkel.

Yet Ayrault, a German speaker who has input on bilateral issues, said Paris was keenly focused on relations with Berlin, the euro zone's top economy and effective paymaster.

"The next phase of European construction will only be possible thanks to Franco-German agreement," Ayrault told an annual conference of France's Medef business chamber. "The Franco-German couple is more necessary than ever."

But as Paris and Berlin lay plans for closer economic union, they should not shut out the views of other EU partners, Ayrault said, adding that Italy in particular must play a "driving role".

His comments, which seemed aimed at silencing any concerns about the Franco-German relationship, were echoed by other senior cabinet members. Foreign Minister Laurent Fabius told a meeting of French ambassadors that the Paris-Berlin axis was "crucial" to Europe.

Finance Minister Pierre Moscovici, meanwhile, told Les Echos newspaper that, while there had been "a period of apprenticeship", relations with Berlin were now working well.

Officials in Berlin have suggested that Hollande, who won power in May with a campaign against German-led austerity, has recognized that he needs to work closely with Berlin to resolve the four-year-old euro zone crisis.

"The French have finally realized that they need us to get things done in Europe," one senior German official said this week, after a meeting between Moscovici and his German counterpart Wolfgang Schaeuble in Berlin on Monday.

Moscovici told Les Echos he had set up a Franco-German working group with Schaeuble to forge a common position on euro zone issues and competitiveness.

"We are ready to go further in European integration provided each step includes a further element of solidarity. That is why we have not dropped the idea of pooling national public debts," he was quoted as saying.

DETERMINED TO KEEP GREECE IN EURO

Last weekend, Hollande followed Merkel's firm line after meeting with Greek Prime Minister Antonis Samaras in Paris, saying Greece must show its commitment to reform before receiving further aid from Europe.

Ayrault, however, made it plain that France continues to favor further support for southern Europe.

"Integration with solidarity that means, in the short term, that we are determined to do everything to keep Greece in the euro zone," he told the conference.

"It also means strengthened stabilization mechanisms for our partners in southern Europe. In this context we must push ahead quickly with a banking union," he said, referring to plans for joint European bank supervision.

Ayrault said that, with the euro zone's debt crisis weighing heavily on France's economy, his government's top priority was to restore stability to Europe and this meant France must stick scrupulously to its own EU deficit-cutting commitments.

He reiterated that France was determined to retain its financial credibility by hitting its 3 percent deficit target next year, though he recognized that this would require paring back spending next year.

The government needs to find some 30 billion euros ($38 billion) in deficit cuts next year, half of which it has said will come from spending. "But budget restraint alone is not enough, we see that today in the countries of southern Europe: without growth, nothing is possible," he said.

Ayrault also sought to comfort corporations alarmed by billions of euros in tax rises in this year's budget, telling the Medef conference that an upcoming tax reform would help to improve France's flagging competitiveness -- an apparent reference to plans to reduce social charges on labor.

"We welcome the prime minister's speech...but speeches are not enough: we imperatively need in the coming weeks a pro-business budget for France," Medef chief Marisol Parisot told a news conference.

Do you believe supplements can be used to help overweight individuals lose weight? If so, how do believe they can be/should be implemented as a weight loss tool?

Jon Langton: As part of a structured diet and exercise routine, I think there is a particularly relevant place for supplements in weight management. Both scientific and anecdotal evidence show some real support for the correct implementation of weight management supplements, and I firmly believe they can offer great benefit to the end consumer.

The common problems occur when consumers overestimate the potential of weight management supplements and expect too much too soon, often using them as an easy option while ignoring the other fundamental aspects of weight management, such as diet and exercise.

Conjugated Linoleic Acid (CLA) and L Carnitine are two of our most popular products, with consumers making frequent repeat orders due to the impact these supplements have made on their weight management goals.

While anecdotal evidence will never be accepted by the scientific community, you have to listen to the end consumer, as they are experiencing the benefits that can often be life-enhancing.

How would you respond to the suggestion that supplementation should only be used by serious athletes who cannot consume sufficient nutrition through diet alone?

Jon Langton: Rather than just putting athletes into the pigeon hole of a population that can?t meet their nutritional requirements through diet, I think it?s important to look at the entire population in the same vein.

As a population, there are very few of us that you could argue have a ?balanced diet?, be it as a result of dietary preferences, lack of food education or lack of time ? we all struggle in one way or another. Therefore, I genuinely believe supplementation can be beneficial to anyone who feels their diet does not meet all of their daily nutritional requirements.

Again, the scientific and medical communities are too quick to dismiss food supplements, bestowing the virtues of a ?balanced diet?, but in reality a ?balanced diet? is almost unattainable. $21M awarded in torture suit against ex-Somali PM

McLEAN, Va. (AP) ? A U.S. judge on Tuesday awarded $21 million to seven people who sued a former prime minister of Somalia now living in Virginia, claiming he tortured and killed his own people more than two decades ago.

The judgment against Mohamed Ali Samantar, 76, of Fairfax comes at the end of an eight-year legal battle that went to the U.S. Supreme Court.

Seven Somali natives filed the lawsuit in 2004 in federal court in Alexandria against Samantar, who served as vice president, defense minister and prime minister throughout the 1980s under dictator Siad Barre, until the months before the regime collapsed in 1991.

The suit claimed Samantar personally ordered the killings and torture of members of the minority Isaaq clan.

Samantar denied the accusations and claimed immunity from the lawsuit. On the day the trial was to begin, he entered a default judgment. While he accepted legal liability for the killings, he denied wrongdoing.

One of the plaintiffs, Aziz Deria of Bellevue, Wash., said Tuesday that the ruling vindicates efforts to hold Samantar accountable.

"The case was never about money," said Deria, who has little expectation of recovering his $3 million share of the judgment against Samantar, who is bankrupt. "This case was about having an opportunity to be in court with Samantar and prove he was in charge of what was happening."

Samantar's lawyer, Joseph Peter Drennan, said he will appeal the ruling. In fact, the case is already on appeal. The 4th U.S. Circuit Court of Appeals is considering whether Samantar was properly denied immunity.

The case, first filed in 2004, has had a tortuous path through the courts. At first, U.S. District Judge Leonie Brinkema dismissed the case, ruling that Samantar enjoyed legal immunity as a former foreign official. But the U.S. Supreme Court rejected that argument. Eventually, the State Department argued in a legal filing that Samantar could not claim immunity because Somalia had no central government that could claim immunity on his behalf.

Brinkema then allowed the case to go to trial. Samantar's lawyer objected, saying the judge was granting excessive deference to the State Department ? Brinkema had said she would have dismissed the case if the agency determined it could harm international relations.

After Samantar defaulted at the outset of the trial in February, the trial proceeded without him.

During the shortened trial, the plaintiffs presented evidence including a 1989 BBC interview in which Samantar acknowledged a leadership role in the bombing of Hargeisa, a city in the northern part of the country. Hargeisa was home to a large Isaaq population and a stronghold of a regional movement to break off from Somalia.

The evidence also included testimony from an army colonel who said he overheard a series of radio communications in which Barre was urging moderation in a bombing campaign, while Samantar advocated a harsher attack.

Several plaintiffs ? some who live in the U.S. like Deria and others who still live in Somalia ? told chilling stories of narrowly escaping summary execution, suffering beatings and spending years in solitary confinement in jail. Deria sued on behalf of his brother and father, who were killed.

The San Francisco-based Center for Justice and Accountability, which represented the plaintiffs, said Brinkema's ruling is the first anywhere in the world to hold a leader in the Barre regime responsible for the crimes it perpetrated.

"This is a remarkable result for our clients, who faced down one of the most powerful men in their country's history and forced him to concede liability for his crimes," said Steven Schulman, one of the plaintiffs' lawyers.

But Drennan said Samantar continues to deny wrongdoing, and believes that efforts to hash out these claims in a U.S. court are counterproductive to the efforts to promote reconciliation and a cohesive national government in Somalia.

The lawsuit "needs to be seen for what it is ? politics and clan warfare in the courtroom," Drennan said.

Deria, on the other hand, said holding Samantar formally accountable for atrocities in Somalia's civil war is the best way for Somalia to move forward. He said that clan retribution can be set aside when people can be assured of justice through the legal system and that he hopes the case can highlight to the Somali people that justice is attainable.

"This is the civilized way of dealing with criminals," he said.

So far the iPhone 4S has not yet reached this goal, but it will by the time next quarter?s results are reported. By my estimate, after 3 quarters of sales, Apple has sold about 83 million of the iPhone 4S compared to 88 million of the iPhone 4.

Here?s a chart showing how many of each iPhone model Apple has sold to date. The totals add up to Apple?s reported numbers, but the splits are based on an educated guess. My assumption is that when a new model is released, the vast majority of shipments are for the new model. Not really rocket science.

So the obvious question is, ?Will the iPhone 5 ship more than all cumulative shipments of older models?? But the obvious question isn't always the right one.

First of all, it?s a moving target since older models continue to sell. Second, each new model of the iPhone is facing a larger cumulative base of sales that it has to compete with to establish this record. Third, we need to remember that it?s easy to beat prior shipment records when a product is newer, and very difficult once a product matures.

As an investor in Apple, I don?t really place a lot of importance on how many new models ship versus old models. I just want to see rising sales and steady profit margins. I care about total iPhone sales growing each year. I realize that it?s impossible for Apple to continuously release a new model that outsells all prior shipments of older models. Expecting this is akin to expecting a sprinter to continue to accelerate while racing up a slope that keeps getting steeper.

So let?s take a look at iPhone shipments by quarter. Here?s a chart that goes back to the initial introduction of the iPhone. I?ve thrown in iPad shipments as a second series on the chart just for the sake of interest and comparison.

You can see the huge spike in iPhone volume when the 4S was released. Part of this can be explained by the growing market of people who want an iPhone. But another contributing factor was the long (5 quarter) period of time that the iPhone 4 carried the torch. Anticipation for the next model was hot, and as a result, we saw a massive step change in volume when the 4S was finally released.

When the iPhone 5 comes out, we?ll have only seen 3 quarters where the prior model (the 4S) was the top of the line Apple phone. It seems natural that this would result in a less dramatic uptick in sales in the December quarter, right? Maybe. But when we consider that the demand for iPhones is still growing rapidly and globally, maybe not.

Let?s look at analyst estimates. I don?t have any Wall Street analyst models showing a forecast breakdown of iPhones specifically, so I?ll just consider revenue estimates. These are easily seen at Yahoo Finance.

For the December quarter, analysts expect Apple to generate $54.9 billion in revenue. This compares to the prior record (last year?s iPhone 4S holiday quarter) of $46.3 billion. That?s expected year-over-year growth of only 18%.

I wouldn?t be surprised in the least if Apple shatters the December quarter estimate. Their products are still the best in the world, China is on fire, and it looks like iPad volumes are growing like crazy, which just makes the 18% growth expectation seem like less of a hurdle.

It sure looks like Apple customers and investors are in for a hugely interesting fall of 2012. iPhone 5 in September, iPad mini in October, and hopefully an update from Apple on the number of devices sold at launch, and then quarterly results.

Isaac nears New Orleans, floods rural La. levee

NEW ORLEANS (AP) ? Hurricane Isaac pushed water over a rural levee to flood some homes, knocked out power and immersed beach-front roads in Louisiana and Mississippi early Wednesday as it began a drenching slog inland from the Gulf of Mexico with a newly fortified New Orleans in its path.

Wind gusts of more than 60 miles per hour and sheets of rain pelted New Orleans, where people braced themselves for the storm behind levees that were strengthened after the much stronger Hurricane Katrina hit seven years ago to the day.

Isaac's dangerous storm surges and flooding threats from heavy rain were expected to last all day and into the night as it crawls over Louisiana, the U.S. National Hurricane Center in Miami warned.

Water driven by the large and powerful storm pushed over the top of an 18-mile stretch of one levee in Plaquemines Parish south of New Orleans, flooding some homes in a thinly populated area. The levee is one of many across the low-lying coastal zone and not part of New Orleans' defenses.

As the rain continued and winds pushed across the Gulf Coast, it remained far too soon to determine the full extent of the damage.

Authorities in Plaquemines Parish believe some people may be trapped but were not sure how many may have remained despite an earlier evacuation order. Rescuers were waiting for the strong winds to die down later in the day before moving out to search.

"We did have two parish police officers that were stuck in a car there. We just found out they were rescued and are safe," said emergency management spokeswoman Caitlin Campbell. Two other parish workers in a boat rescued them.

Isaac was packing 80 mph winds, making it a Category 1 hurricane. It came ashore at 7:45 p.m. EDT Tuesday near the mouth of the Mississippi River, driving a wall of water nearly 11 feet high and soaking a neck of land that stretches into the Gulf.

The storm stalled for several hours before resuming a slow trek inland, and forecasters said that was in keeping with the its erratic history. The slow motion over land means Isaac could be a major soaker, dumping up to 20 inches of rain in some areas, and every storm is different, said Ken Graham, chief meteorologist at the National Weather Service office in Slidell, La.

"It's totally up to the storm," he said.

Isaac's winds and sheets of rain whipped New Orleans, where forecasters said the city's skyscrapers could feel gusts up to 100 mph. The weather service said more than 9 inches of rain had fallen in New Orleans in the 24 hours up to 7 a.m..

Power was knocked out to 482,000 customers across southern Louisiana, about 157,000 of them in New Orleans, utility Entergy said.

In Mississippi, the main highway that runs along the Gulf, U.S. 90, was closed in sections by storm surge flooding. At one spot in Biloxi, a foot of water covered the in-town highway for a couple of blocks and it looked like more was coming in. High tide around 9:30 a.m. was likely to bring up more water.

In Pass Christian, a Mississippi coastal community wiped out by hurricanes Camille and Katrina, Mayor Chipper McDermott was optimistic Isaac would not deal a heavy blow.

"It's not too bad, but the whole coast is going to be a mess," he said early Wednesday.

McDermott stood on the porch of the $6 million municipal complex built after Katrina, with walls of 1-foot-thick concrete to withstand hurricane winds. As he looked out toward the Gulf of Mexico, pieces of a structure that had stood atop the city's fishing pier washed across the parking lot.

The state transportation department said Mississippi Highway 43 and Mississippi Highway 604, both in Hancock County, were not passable because of storm surge driven inland.

In largely abandoned Plaquemines Parish, Campbell said an 18-mile stretch along the thinly populated east bank was being overtopped by surge. The levee had not broken.

Campbell said officials believe some people may be trapped in their homes by water from the overtopped levee but were not sure how many might still be in the area. Strong wind was hampering efforts of rescuers to get into parts of the area.

She said officials expected the water to recede to the Gulf as wind direction changes with the storm's movement..

Tens of thousands of people had been told ahead of Isaac to leave low-lying areas of Mississippi and Louisiana, including 700 patients of Louisiana nursing homes. Mississippi shut down the state's 12 shorefront casinos.

The hurricane promised to lend even more solemnity to commemoration ceremonies Wednesday for Katrina's 1,800 dead in Louisiana and Mississippi, including the tolling of the bells at St. Louis Cathedral overlooking New Orleans' Jackson Square.

The storm drew intense scrutiny because of its timing __ coinciding with Katrina and the first major speeches of the Republican National Convention in Tampa, Fla., already delayed and tempered by the storm.

Isaac promises to test a New Orleans levee system bolstered by $14 billion in federal repairs and improvements after the catastrophic failures during Katrina. But in a city that has already weathered Hurricane Gustav in 2008, many had faith.

"I feel safe," said Pamela Young, who was riding out the storm in the Lower 9th Ward with her dog Princess in a new, two-story home built to replace the one destroyed by Katrina.

"If the wind isn't too rough, I can stay right here," she said, tapping on her wooden living room coffee table. "If the water comes up, I can go upstairs."

Isaac posed political challenges with echoes of those that followed Katrina, a reminder of how the storm seven years ago became a symbol of government ignorance and ineptitude.

President Barack Obama sought to demonstrate his ability to guide the nation through a natural disaster and Republicans reassured residents they were prepared Tuesday as they formally nominated the former Massachusetts governor as the Republican Party's presidential candidate.

There was already simmering political fallout from the storm. Louisiana's Republican Gov. Bobby Jindal, who canceled his trip to the convention in Tampa, said the Obama administration's disaster declaration fell short of the federal help he had requested. Jindal said he wanted a promise from the federal government to be reimbursed for storm preparation costs.

FEMA Administrator Craig Fugate said such requests would be addressed after the storm.

Obama promised that Americans will help each other recover, "no matter what this storm brings."

"When disaster strikes, we're not Democrats or Republicans first, we are Americans first," Obama said at a campaign rally at Iowa State University. "We're one family. We help our neighbors in need."

Along the Gulf coast east of New Orleans, veterans of past hurricanes made sure to take precautions.

Bonnie Chortler, 54, of Waveland, Miss., lost her home during Hurricane Katrina. After hearing forecasts that Isaac could get stronger and stall, she decided to evacuate to her father's home in Red Level, Ala.

"A slow storm can cause a lot more havoc, a lot more long-term power outage, 'cause it can knock down just virtually everything if it just hovers forever," she said.

Those concerns were reinforced by local officials, who imposed curfews in three Mississippi counties.

"This storm is big and it's tightening up and it sat out there for 12 hours south of us and it's pushing that wave action in and there's nowhere for that water to go until it dissipates," said Harrison County Emergency Operations Director Rupert Lacy.

Christian in Pakistan blasphemy case ruled a minor

ISLAMABAD (AP) ? An official medical review of a Pakistani Christian girl accused of desecrating the Quran has determined that the girl is a minor, a lawyer for the girl said Tuesday.

The finding, which means the girl will be tried in the juvenile court system, could possibly defuse what has been a highly contentious case in Pakistan, where blasphemy can be punished with life in prison or even death.

The accusations against the girl have inflamed religious tensions in Pakistan, and sparked a mass exodus of Christians from the girl's neighborhood who feared retribution from their Muslim neighbors.

About 300 of the Christians who set up camp in a field outside the capital were evicted from the site Tuesday, and their makeshift church was burned down.

The attorney, Tahir Naveed Chaudhry, said a report by a medical board investigating the age and mental state of the girl determined she was 14 years old.

He also said the board determined her mental state did not correspond to her age. It was not clear whether that meant she was mentally impaired. Some Pakistani media reports have said the girl has Down syndrome.

Chaudhry said a bail hearing has been scheduled for Tuesday, and that he would move to dismiss the case after the hearing, saying there was "no solid evidence" against his client.

He said he saw his client Saturday in the Rawalpindi prison where she's being held and that she was "weeping and crying."

The Associated Press is withholding her name because it does not generally identify underage suspects.

The girl was accused by a neighbor of burning pages of a Quran, Islam's holy book. But many aspects of the case have been in dispute since the incident surfaced a little less than two weeks ago, including her age, whether she was mentally impaired and what exactly she was burning.

The lawyer said a birth certificate provided by the church put her age at eleven years old, but in the end the medical board determined she was 14. Generally, birth certificates must be issued by the Pakistani government to be considered legal documents.

The case has spotlighted once again Pakistan's troublesome blasphemy laws that critics say can be used to settle vendettas or seek retribution. Many of Pakistan's minorities, including Christians, live in fear of being accused of blasphemy.

Hundreds of Christian families have fled the neighborhood where the girl lived, fearing a backlash from their Muslim neighbors.

Over the weekend a group of about 300 cleared out a section of land in a forested part of an Islamabad neighborhood and built the skeleton of a church from branches, complete with a cross, and were using it to hold prayer services.

Christians in the area said Tuesday that in the middle of the night, people burned their makeshift church to the ground. Then the group was evicted from the site.

By midafternoon a group of about 150 Christians had gathered in the park a few hundred meters (yards) from the clearing where the church once stood. Many had nothing to eat until an aid group delivered some rice.

"We are helpless. What can we do? We are just sitting here," said Naseem Javed, who was holding her 3-year-old son in her arms. "They don't even want us to have a place to pray."

Residents from nearby houses gathered in the clearing where the makeshift church stood. One of them, Babar Minhas, said according to city regulations the land was supposed to be an open space of trees and grass and was not to be used as a settlement.

In a sign of their clear animosity toward the Christian group, he questioned whether any of them were even from the Islamabad neighborhood where the blasphemy case originated.

Once someone is labeled as a blasphemer, even if they are never convicted, they can face vigilante justice by outraged Pakistanis. In July, thousands of people dragged a Pakistani man accused of desecrating the Quran from a police station, beat him to death and set his body alight.

The potential public backlash has also deterred many from speaking out in favor of changing or repealing the blasphemy law. Last year two prominent politicians who criticized the law were murdered, one by his own bodyguard, who then attracted adoring mobs.
