San Diego police arrest 51 at Occupy protest (AP)

SAN DIEGO ? San Diego police arrested 51 people as officers cleared out economic demonstrators who occupied the Civic Center Plaza and Children's Park for three weeks.

Dozens of police officers and San Diego County sheriff's deputies descended on the encampment around 2:30 a.m. Friday, declared an unlawful assembly and removed tents, canopies, tables and other furniture.

Police say there had been numerous complaints about unsanitary conditions created by human and animal feces, urination, drug use and littering, as well as damage to city property. Police say demonstrators may return ? without tents and other belongings ? after the cleanup is finished.

Chief William Lansdowne says negotiations with demonstrators had broken down and officers received no cooperation.

Demonstrators began arriving at the plaza on Oct. 7 to protest perceived economic injustice and poverty.

Sony buying out Ericsson's share of Sony Ericsson

We've seen this coming for a few weeks now, and today it was announced that after 10 years together and some €1.5 billion in profits, Sony its indeed buying out the Ericsson share in Sony Ericsson

Ericsson confirmed the buyout this morning and will receive a payday of €1.05 billion in return for its half of the partnership. The deal also sees sony receive an IP cross-licensing agreement as well as "five essential patent families."

Why, you ask?

The transaction gives Sony an opportunity to rapidly integrate smartphones into its broad array of network-connected consumer electronics devices – including tablets, televisions and personal computers - for the benefit of consumers and the growth of its business. The transaction also provides Sony with a broad intellectual property (IP) cross-licensing agreement covering all products and services of Sony as well as ownership of five essential patent families relating to wireless handset technology.

Do bacteria age? Biologists discover the answer follows simple economics

When a bacterial cell divides into two daughter cells and those two cells divide into four more daughters, then 8, then 16 and so on, the result, biologists have long assumed, is an eternally youthful population of bacteria. Bacteria, in other words, don't age -- at least not in the same way all other organisms do.

But a study conducted by evolutionary biologists at the University of California, San Diego questions that longstanding paradigm. In a paper published in the Nov. 8 issue of the journal Current Biology, they conclude that not only do bacteria age, but that their ability to age allows bacteria to improve the evolutionary fitness of their population by diversifying their reproductive investment between older and more youthful daughters. An advance copy of the study appears this week in the journal's early online edition.

"Aging in organisms is often caused by the accumulation of non-genetic damage, such as proteins that become oxidized over time," said Lin Chao, a professor of biology at UC San Diego who headed the study. "So for a single celled organism that has acquired damage that cannot be repaired, which of the two alternatives is better?to split the cellular damage in equal amounts between the two daughters or to give one daughter all of the damage and the other none?"

The UC San Diego biologists' answer?that bacteria appear to give more of the cellular damage to one daughter, the one that has "aged," and less to the other, which the biologists term "rejuvenation"?resulted from a computer analysis Chao and colleagues Camilla Rang and Annie Peng conducted on two experimental studies. Those studies, published in 2005 and 2010, attempted unsuccessfully to resolve the question of whether bacteria aged. While the 2005 study showed evidence of aging in bacteria, the 2010 study, which used a more sophisticated experimental apparatus and acquired more data than the previous one, suggested that they did not age.

"We analyzed the data from both papers with our computer models and discovered that they were really demonstrating the same thing," said Chao. "In a bacterial population, aging and rejuvenation goes on simultaneously, so depending on how you measure it, you can be misled to believe that there is no aging."

In a separate study, the UC San Diego biologists filmed populations of E. coli bacteria dividing over hundreds of generations and confirmed that the sausage-shaped bacteria divided each time into daughter cells that grew elongated at different rates?suggesting that one daughter cell was getting all or most of the cellular damage from its mother while the other was getting little or none. "We ran computer models and found that giving one daughter more the damage and the other less always wins from an evolutionary perspective," said Chao. "It's analogous to diversifying your portfolio. If you could invest $1 million at 8 percent, would that provide you with more money than splitting the money and investing $500,000 at 6 percent and $500,000 at 10 percent?"

"After one year it makes no difference," he added. "But after two years, splitting the money into the two accounts earns you more and more money because of the compounding effect of the 10 percent. It turns out that bacteria do the same thing. They give one daughter a fresh start, which is the higher interest-bearing account and the other daughter gets more of the damage."

Although E. coli bacteria appear to divide precisely down the middle into two daughter cells, the discovery that the two daughters eventually grow to different lengths suggests that bacteria do not divide as symmetrically as most biologists have come to believe, but that their division is really "asymmetrical" within the cell.

"There must be an active transport system within the bacterial cell that puts the non-genetic damage into one of the daughter cells," said Chao. "We think evolution drove this asymmetry. If bacteria were symmetrical, there would be no aging. But because you have this asymmetry, one daughter by having more damage has aged, while the other daughter gets a rejuvenated start with less damage."

I am alive today because my doctors had an icon on their desktop to remind them to be alert to IBC. Unfortunately, the incidence of this aggressive breast cancer is increasing in the United States.

You don't have to have a lump to have breast cancer.

Most of what we are taught about breast cancer does not apply to Inflammatory Breast Cancer. It does not make a lump. It nests inside dense breast tissue and does not typically show up on a mammogram. We are taught that breast cancer doesn't hurt, but Inflammatory Breast Cancer usually does. A heavy, swollen breast that feels warm and sore could be IBC. Many Inflammatory Breast Cancer cases are missed because the symptoms are mistaken for mastitis. Know all the symptoms of IBC, and if you have even one, make sure your doctor screens for Inflammatory Breast Cancer.

Inflammatory Breast Cancer strikes women and men of all ages, most often younger women.

The median age for an IBC diagnosis is between 45 and 55. It has been diagnosed in men and in pregnant and lactating women. The youngest woman on record to be diagnosed with the disease was 12. It is vitally important for parents to encourage our sons and daughters to be aware of their bodies, and to talk to us if anything seems amiss. It is never too early to teach our children to take care of themselves.

Inaccurate diagnosis results in lethal treatment delays.

Inflammatory Breast Cancer spreads quickly, because unlike other breast cancers is originates in the lymph tissue. Lactating women often assume that their symptoms are mastitis, and miss the opportunity to fight the disease before it spreads. Inflammatory Breast Cancer is always diagnosed at Stage III or Stage IV, because by the time it shows symptoms it has progressed. Timely diagnosis and treatment is key to survival.

You don't need to be frightened, just aware. Knowledge is power.

Know your body, know your breasts, and teach your children to do the same. If you go to the hospital with chest pain, a responsible doctor will screen for a cardiac event. If you notice anything unusual happening to your breast, make sure that Inflammatory Breast Cancer is ruled out.

Share this information with every woman you know. You may save a life. I personally know of more than one Inflammatory Breast Cancer survivor who is alive today because someone in her life was aware.

Smiley face or not, Jones received a number of angry tweets in response to his comment, and responded to a number of them a day after his initial remark.

Durable goods demand shows economy strengthening (Reuters)

WASHINGTON (Reuters) ? The economy appears to be heading into the fourth quarter with solid momentum with demand for a range of long-lasting U.S.-made goods rising at the fastest pace in six months in September and businesses stepping up spending plans.

Other data on Wednesday also underscored the economy's improved tone, with new homes sales in September the strongest in five months and mortgage applications rising last week.

"The worries about a double-dip recession were a bit overdone, but slow growth is likely to be with us for some time to come," said Mark Vitner, a senior economist at Wells Fargo Securities in Charlotte, North Carolina.

Orders for durable goods, excluding transportation items, rose a stronger-than-expected 1.7 percent last month after falling 0.4 percent in August, a Commerce Department report showed. The gain was the largest since March.

At the same time, non-defense capital goods orders excluding aircraft -- a closely watched proxy for business spending -- jumped 2.4 percent, which was also the biggest rise in six months.

"Most businesses feel a little bit better about the economy than consumers do right now," said Vitner. "That means investment spending and economic growth are likely to hold up reasonably well."

While shipments of non-aircraft, non-defense capital goods fell, economists said that did not materially change their expectations for a pick-up in growth in the third quarter.

The government is expected to report on Thursday that GDP grew at an annual pace of 2.5 percent in the July through September period, according to the median of a Reuters poll. That would mark a sharp acceleration from the 1.3 percent logged in the second quarter.

NEW HOME SALES RISE

In a second report, the Commerce Department said new home sales increased 5.7 percent to a seasonally adjusted 313,000-unit annual rate.

But the median price for a new home fell 3.1 percent to $204,400 last month, the lowest since October 2010, indicating the market was far from recovering. Prices were down 10.4 percent from a year earlier.

"While the housing market still has a pulse it will not be back on its feet until there is significant job growth," said Mitchell Hochberg, Principal, Madden Real Estate Ventures in New York.

Applications for U.S. home mortgages rose last week as demand for both purchases and refinancing perked up, the Mortgage Bankers Association said in separate report.

U.S. financial markets were little moved by the data ahead of a meeting of European leaders to tackle the region's debt crisis. Stocks on Wall Street were mostly up, while prices for Treasury debt fell. The dollar rose against a basket of currencies.

TRANSPORTATION FALLS

Though demand for transportation equipment fell last month, reflecting weak autos and civilian aircraft, gains in new orders for durable goods -- items meant to last three years or more -- were broad-based.

Economist said this should continue to aid manufacturing, a sector that has been the pillar of support for the recovery despite a 0.8 percent drop in overall orders.

"Demand for big-ticket items seems to be alive and well," said John Ryding, chief economist at RDQ Economics in New York.

Transportation orders fell 7.5 percent, the largest decline since April. Orders for motor vehicles and parts fell 2.7 percent, while civilian aircraft bookings tumbled 25.5 percent.

Orders for machinery, primary metals, electrical equipment and computers and electronic products all rose solidly.

T-Mobile's Springboard will be arriving five days later, on November 7th. The Huawei Mediapad-with-shiner-shoes packs a 1.2GHz dual-core CPU, 5 megapixels in the rear, 1.3 up front and has a crunchy Honeycomb center. Inexplicably, the company still won't 'fess up about pricing for this guy either, so we'll just repeat what we've heard a hundred times before -- it'll be under $200 on contract.

Thailand's worst floods in five decades are bearing down on the capital just as the high season for tourism gets under way, putting this year's official target of 19 million visitors in doubt, government and tourist officials said on Tuesday.

Even before Bangkok's Don Muang airport said it would have to close temporarily, Tourism Minister Chumphol Silpa-archa said tourist arrivals could be 500,000 to 1 million below target.

"We have to assess the situation again, after the floods recede," Chumphol said. "Some foreign tourists still want to travel to destinations outside Bangkok. Some can fly directly from their country."

While Bangkok is braced for the worst, Phuket, Pattaya and Samui, Thailand's biggest draw cards for tourists, have escaped the deluge that has swamped central and northern provinces, including the ancient city of Ayutthaya.

Tourism is a vital part of Thailand's economy, Southeast Asia's second-biggest, employing about 15 percent of the workforce and contributing about 6 percent of GDP.

Following peaceful elections this year, the sector had been looking forward to a fresh start after six years of political unrest, including bloody protests that shut down parts of central Bangkok for two months in 2010 before the army moved in.

Most of Bangkok's tourist attractions and shopping areas have not been affected by flooding but the Chao Phraya river that winds through the city is high and canals have burst their banks in some northern districts.

Don Muang airport, used by budget airlines for domestic flights and by private planes, said on Tuesday it would temporarily halt operations from 5 p.m. (1000 GMT) due to flooding in its district that was making access difficult for passengers and employees.

It said it expected to reopen on Nov. 1 although it wasn't clear why the situation would be any better by then.

The government has its flood crisis headquarters at the airport and ministers discussed on Tuesday whether they ought to relocate, but they decided to stay put for now.

Bangkok's main international airport, Suvarnabhumi, was operating as normal inside a reinforced earthen dike three metres (9.8 feet) high.

International airlines such as Japan's All Nippon Airways Co Ltd and Australia's Qantas Airways Ltd are still flying to Bangkok through Suvarnabhumi.

Even so, tour operators fear the worst.

"There have been fewer new bookings," Sisdivachr Cheewarattanporn, president of the Association of Thai Travel Agents (ATTA) told Reuters.

"We had a good number of bookings earlier this year but from this point on, if the floods get worse, we expect a drop of at least 20 percent. There have already been cancellations in some markets, like Taiwan," he said.

"India, Russia and mainland China are still coming. But Europe less and less."

Despite the unrest, Thailand attracted 15.8 million tourists in 2010, generating 585 billion baht ($18.9 billion) in revenue, according to government data.

"The 19 million target this year is now impossible. At best we can probably do 18 million," Sisdivachr said.

Ronnachit Mahattanapreut, senior vice president for finance at Central Plaza Hotel, said his group was starting to see some impact.

Average occupancy at its hotels in the fourth quarter was now expected to be flat on the 60-65 percent seen in 2010.

Much will depend on the success of efforts to protect Bangkok from the deluge, he said.

"If the flooding lasts longer than expected, holidaymakers and those here for business meetings are going to have second thoughts about booking."

"Food and water at our hotels is no problem. We have enough supplies to last for months if the worst comes to the worst. Our hotels in Phuket and Pattaya are picking up because some people have gone there to escape the floods," he added.

Luxury hotels along the Chao Phraya river, including the Mandarin Oriental, are open for business. They have not been affected by flooding or high river levels so far and have put up barriers to protect against inundation.

Conn. lends $20M in deal luring NBC Sports from NY

(AP) ? The state of Connecticut is lending $20 million to NBC Sports in a deal announced Tuesday that is expected to create 450 jobs there as the sports entertainment company quits New York.

Gov. Dannel P. Malloy announced the deal at a news conference in Stamford, calling it a "terrific project" for the city and the state. Malloy, who was mayor of the southwestern Connecticut city before being elected governor last year, said several NBC sports entities will move to Stamford beginning in September 2012.

The network is bringing NBC Olympics, NBC Sports Digital, VERSUS, which will be renamed the NBC Sports Network on Jan. 2, and the Comcast Sports Management Group, which oversees the NBC Sports Group's 14 regional networks.

Mark Lazarus, chairman of NBC Sports Group, said the entertainment company is creating one 32-acre site, allowing it to build numerous studios and plan for growth. The move would not have been possible without the state's financial support, he said.

A spokesman for the state Department of Economic Development did not immediately return a call and email seeking details on terms of the loan.

The deal is the largest jobs initiative announced by Malloy since he took office in January. Previous deals promised at least 200 jobs over five years at ESPN, 200 jobs in the next two years at insurer Cigna and at least 200 jobs and possibly up to 600 over 10 years at online ticket exchange TicketNetwork Inc.

Malloy's "First Five" initiative is intended to consolidate various tax credits to draw the first five businesses that invest $25 million in Connecticut and create 200 jobs over five years. NBC is the fourth company to commit to create jobs and the first out-of-state business to move to Connecticut.

Malloy said in August when the ESPN deal was announced that negotiating to bring companies from outside Connecticut is more complicated because office and manufacturing space must be acquired. NBC Sports is moving to a site once occupied by hair care products maker Clairol.

The governor said in announcing the deal that it will have a positive impact on the local economy.

Kevin Segalla, chief executive of the Connecticut Film Center, a Stamford company that provides production and financial services and facilities for the film and TV industries, has said film producers use an average of 150 local businesses such as construction supplies, electricians and restaurants.

Beginning in the 1980s and '90s, Stamford drew financial services companies that do business in New York City, just 35 miles away. More recently, it has branched out into entertainment, luring production companies with lower taxes and more space than producers can find in New York. In 2009, Maury Povich's "Maury" left New York for Stamford, joined by two other NBC Universal properties, "The Jerry Springer Show" and "The Steve Wilkos Show," which relocated from Chicago.

The city also has become home to the headquarters of WWE and the sports network Versus.

Gail Besner, MD, principal investigator in the Center for Perinatal Research in The Research Institute at Nationwide Children's Hospital, has been awarded a 4-year RO1 grant from the National Institutes of Health to continue her work on heparin-binding EGF-like growth factor (HB-EGF) and intestinal ischemia-reperfusion injury.

Dr. Besner, who holds the John E. Fisher Endowed Chair in Neonatal Research and is a Professor of Surgery and Pediatrics at The Ohio State University College of Medicine, initially discovered HB-EGF in laboratory experiments with human white blood cells, and it was later found to be a member of the epidermal growth factor family of growth factors. This family of growth factors is important in regulating development and maintenance of various tissues.

Dr. Besner's research examines the ability of HB-EGF to treat and prevent various forms of intestinal injury including neonatal necrotizing enterocolitis (NEC). Primarily seen in premature infants, NEC is the most common and most serious gastrointestinal disorder among hospitalized preterm infants. It is also their leading cause of surgical death.

Recent data suggest that HB-EGF may not only serve to treat NEC, but may also improve intestinal function afterward. Based on her laboratory discoveries, approval has been received from the U.S. Food and Drug Administration to begin using HB-EGF in human clinical trials.

"Dr. Besner has been conducting this outstanding research at Nationwide Children's Hospital for the last 20 years," said R. Lawrence Moss, MD, surgeon-in-chief at Nationwide Children's Hospital. "This would be an impressive accomplishment for any researcher. For an individual who also manages a large clinical practice and directs a fellowship training program, the achievements are monumental. Dr. Besner's discoveries will positively influence the lives of babies with NEC around the world."

In addition to her role as a researcher in the Center for Perinatal Research, Dr. Besner also serves as the Program Director of the Pediatric Surgery Residency Training Program and as the Associate Burn Director at Nationwide Children's. She is a member of the American College of Surgeons Executive Committee of the Surgical Research Committee, and recently completed a 4-year term as a full-time member of the Surgery, Anesthesia and Trauma Study Section of the National Institutes of Health. The BAFTA Scotland awards are doled out in November ? so this is a shameless ?For Your Consideration? type notice plugging my friends Morag and Colin?s DONKEYS, the best Scottish feature film I?ve seen in recent years. Of course I?m biassed, and I haven?t seen NEDS or PERFECT SENSE, so my word isn?t of much value here ? I just wanted to remind anybody who has seen the films and who?s planning in voting ? DONKEYS is REALLY GOOD, remember?

Remember how you laughed, were moved, laughed and were moved at the same time, resulting in a strange holographic emotion that doesn?t have a name? Remember how Morag drew sensitive, convincing and funny performances from her actors, including James Cosmo and Brian Pettifer, both of whom are BAFTA nominated? Remember how Morag?s acute eye for humorous detail made a surreal wonderland of Glasgow? She?s nominated as best director. And remember how Colin?s BAFTA-nominated script interwove tangentially related characters into a tight, compact tragi-comedy?

James Cosmo is a Scottish legend, an incredible figure for whom the word ?rugged? was invented and then discarded as pitifully inadequate. His long career encompasses the cult horror DOOMWATCH, plus HIGHLANDER, BRAVEHEART and TRAINSPOTTING. In other words, he?s the man they call on when they want a Scottish film or a pseudo-Scottish film to have a bit of integrity. And in DONKEYS he gives a career-best performance of previously unseen vulnerability and comic skill.

Brian Pettifer?s been a fixture in British cinema for even longer. He?s in all three of Lindsay Anderson?s Mick Travis films, IF?, O LUCY MAN! and BRITANNIA HOSPITAL, as well as AMADEUS and THE HOUSE OF MIRTH. Often cast for his distinctive features, here he has the meaty role of a lifetime as the Laurel to Cosmo?s Hardy, one-half of a co-dependent double act of tragic no-hopers.

A conclusive set of wins for the film and filmmakers would send a nice message, I feel, about the kind of Scottish cinema we want to see.

Speaking of which, saw WE NEED TO TALK ABOUT KEVIN just before leaving, but notes on that?ll have to wait until I come back.

Hundreds rally in support of Iranian opposition (AP)

WASHINGTON ? Hundreds of people rallied outside the White House on Saturday, calling on President Barack Obama to remove an Iranian opposition group once allied with Saddam Hussein's Iraqi regime from the U.S. list of terrorist organizations.

Former Pennsylvania Govs. Tom Ridge and Ed Rendell were among speakers urging the U.S. to take the Mujahedin-e Khalq off the State Department's list. Ridge, a Republican, was the nation's first homeland security secretary. Rendell is a top Democrat who helped elect Obama.

"The only group that should be on the list is the country of Iran itself, under the rule of the mullahs," Ridge said, noting recent U.S. allegations of a foiled Iranian plot to assassinate Saudi Arabia's ambassador in Washington.

The U.S. added MEK to its terrorist list in 1997. But last year a federal court ordered the State Department to reconsider and meanwhile the group has rallied many members of Congress and former high-ranking U.S. officials to its cause.

Delisting would allow the Paris-based group to raise money and operate in the U.S., which it is currently prohibited from doing.

The MEK carried out a series of bombings and assassinations against Iran's clerical regime in the 1980s and fought alongside Saddam's forces in the Iran-Iraq war. But the group says it renounced violence in 2001.

Ridge and Rendell said the MEK has not been linked to any terrorist attacks since that time. They pointed out that the European Union and the United Kingdom have concluded that the MEK is not a terrorist organization and called on Obama to reach the same decision.

Critics of the MEK say it has cult-like characteristics and that delisting would be seen even by moderate Iranians as a U.S. endorsement of terror. A 2007 State Department report said the MEK maintained "the capacity and will" to mount attacks in the Middle East, Europe and the U.S.

Saturday's noisy protest took place outside the wrought iron gates of the White House.

"We want President Obama to hear us," said Rendell, a former Democratic Party chairman.

Obama left the White House for the drive to Andrews Air Force Base in suburban Maryland to play golf as the demonstration began, and it's not clear if he heard any of it.

During the rally, the mostly Iranian-American crowd broke into regular chants of "MEK, yes. Mullahs, no. They are terrorists. They must go," and "President Obama, listen to us. MEK listing is unjust."

The event was organized by the Iranian American Professionals and Scholars of Maryland.

Organizers say the MEK was put on the terror list to appease Iranian leaders, but has only given the regime an excuse to arrest and kill dissidents in Iran and Iraq. They contend that delisting would strengthen a major Iranian opposition group.

The MEK has revealed the existence of several important Iranian nuclear facilities.

U.S. officials say that Iran is laying the groundwork for a nuclear weapons program, although its leaders may not have decided to build a bomb. Iran says its nuclear ambitions are entirely peaceful.

Speakers at the protest also urged the U.S. to continue supporting more than 3,000 former MEK fighters and others living at Camp Ashraf near Iraq's border with Iran. The Iraqi government wants to close the camp and Iraqi security forces have twice raided Ashraf, most recently in April. The U.N. said at least 34 people were killed in that incident.

The U.S. has pledged to protect camp residents from violence, but those rallying outside the White House said Obama's announcement of a complete pullout of Iraq by the end of the year could make that promise difficult to keep.

French President: EU to anticipate bank rules (AP)

BRUSSELS ? France's president says the European Union will force banks to raise their capital to higher levels already by 2012 rather than 2019.

Nicolas Sarkozy said Sunday the capital buffers banks have to achieve under the Basel III rules will already be obligatory for big EU banks as of next year.

He did not say how much money banks will have to raise as a result. He was speaking after a summit of the 27 EU leaders.

The Basel III rules require banks to have a capital ratio of 9 percent of risky assets. That is much higher than the 5 percent they needed to pass EU stress tests this summer.

A European official said Saturday that would force banks to raise just over euro100 billion ($137.98 billion).

BRUSSELS (AP) ? Greece's prime minister pleaded Sunday for a comprehensive solution to the European debt crisis that has swallowed his country and is threatening to suck in larger economies, but the continent's leaders warned the world may have to wait a few more days.

The search for a comprehensive solution to its escalating debt troubles has divided the continent. Increasingly it is pitting not only the poorer countries in the eurozone against their richer neighbors that are tired of bailing them out, but also sparking anger from governments outside the 17-state currency union, who fear being dragged into the mess.

"The crisis in the eurozone is having a chilling effect on all our economies, Britain included. ... We have to deal with this issue," British Prime Minister David Cameron said on his way into the meeting of the 27-country EU. Britain does not use the euro. Later in the day, the leaders of countries the 17 that use the euro will meet on their own.

Cameron's eurozone counterparts, meanwhile, tried to lower expectations for Sunday's meetings, saying the real decisions will be made Wednesday at another emergency summit.

"Let's put the expectations in context: Don't count on decisions today," German Chancellor Angela Merkel said.

Leaders are in the difficult position of not being able to decide on anything until everything is in place, since each piece of the crisis puzzle affects the others.

The biggest sticking point is how to most effectively use Europe's bailout fund to make sure Italy and Spain don't see their borrowing costs spiral out of control as happened with Greece, Portugal and Ireland. Europe doesn't have enough money to rescue Italy and Spain as it did the other three countries; analysts say it must act now to eliminate the possibility of their collapse.

Merkel and French President Nicolas Sarkozy urged Italian Prime Minister Silvio Berlusconi at a meeting on Sunday morning to reform the country's economy before it's too late, according to a German official. He spoke on condition of anonymity to describe private discussions.

While the German and French leaders presented a united front to Italy, their disagreements over how best to use the bailout fund, which is called the European Financial Stability Facility, are causing delays.

France wants the fund to be allowed to tap the massive cash reserves of the European Central Bank ? an option Germany rejects. And weaker economies are wary of agreeing to the other two parts of the grand plan ? bigger bank capital and cuts to Greece's debt ? without assurance that the bailout fund is ready to provide support.

Until it does, the continuing uncertainty will roil markets and slow growth across Europe and even the world.

Worst off, of course, is Greece, which reeling from several rounds of budget cuts that have sparked a series of strikes and riots.

"Greece has proven again and again that we are making the necessary decisions to make our economy sustainable, and make our economy more just," Greek Prime Minister George Papandreou told reporters as he headed into Sunday's meetings. "We are doing what we need from our side ... but it's been proven now that the crisis is not a Greek crisis. The crisis is a European crisis, so now is the time that we as Europeans need to act decisively and effectively."

To ease the pressure on the country, banks will be asked to accept much bigger losses on the country's bonds.

Austria's chancellor said the cut in the value of Greek government bond will likely be raised "in the direction of 40 to 50 percent."

"A cut in the debt is the right step," Werner Faymann told Austrian newspaper Wiener Kurier. The comments were confirmed by one of his aides.

Despite massive budget cuts and reforms, a new report has said that Greece's economic situation is still dire and that worsening economic conditions mean it could take the country decades to emerge from the crisis.

The report from debt inspectors said the eurozone and the International Monetary Fund would likely have to lend Athens more money unless the banks accept a 60 percent writedown of the bonds they hold. That would be on top of the euro110 billion ($300 billion) in rescue loans that have been propping up with country since May 2010.

Another rescue of a similar size was agreed to in July, but it's now clear that deal did not go far enough. For instance, it called for only a 21 percent cut in Greek bond holdings; leaders are now discussing a much more significant reduction, though an exact percentage has not yet emerged.

The near-consensus among eurozone countries that Greece's debt will have to be slashed is one of the reasons banks across Europe ? not only in the 17-country eurozone ? will be forced to shore up their capital buffers in the coming months.

A European official said Saturday that new rules agreed by EU finance ministers would see banks having to raise just over euro100 billion ($140 billion). The official was speaking on condition of anonymity because the rules were pending approval from EU leaders.

However, on Sunday it was uncertain whether EU leaders would even be able to sign off on the bank capital rules before a second summit Wednesday. A draft of summit conclusions from Sunday morning only welcomed the progress made by finance ministers, adding that the final decision would be made by yet another finance ministers' meeting on Wednesday ahead of the second summit.

Review slams US training of Iraqi police (AP)

BAGHDAD ? A U.S. State Department program to train Iraqi police lacks focus, could become a "bottomless pit" of American money and may not even be wanted by the Iraqi department it's supposed to help, reports released Monday by a U.S. government watchdog show.

The findings by the U.S. Special Inspector General for Iraq Reconstruction paint what is supposed to be the State Department's flagship program in Iraq in a harsh light.

The report comes at a crucial time for the State Department as it assumes sole responsibility for securing U.S.-Iraqi ties as American forces leave by the end of this year.

On Oct. 1, the State Department took over the job of training Iraqi police from the Defense Department. According to the inspector general's report, the training program faces many problems.

Only a small portion ? about 12 percent ? of the millions of dollars budgeted will actually go to helping the Iraqi police, the report said. The "vast preponderance of money" will pay for security and other items like living quarters for the people doing the training, the review found.

The audit also said that although the State Department has known since 2009 it would be taking over the training program, it failed to develop a comprehensive and detailed plan for the training.

"Without specific goals, objectives and performance measures, the PDP (Police Development Program) could become a 'bottomless pit' for U.S. dollars intended for mentoring, advising and training the Iraqi police forces," the report stated.

Few dispute, however, that Iraqi police are far from ready to fully protect their country ? or even themselves.

On Monday, police and health officials said three separate attacks against traffic police in Baghdad killed two policemen and three civilians. Ten people, including six police, were injured.

The officials spoke on condition of anonymity because they were not authorized to release the information.

In the inspector general's report, the oversight agency also found that budget concerns led to the program being significantly downsized.

In 2009, the State Department agency in charge of the training, the Bureau of International Narcotics and Law Enforcement Affairs, estimated it would cost about $721 million to pay for a program with 350 police advisers. That averaged out to about $2.1 million per adviser, said SIGIR.

But in December 2010, the program was downsized to 190 advisers while costs had increased, the report stated. According to SIGIR calculations, the average cost per adviser jumped to $6.2 million per year.

By July of this year, the number of advisers had dropped to 115 for what the State Department described as Phase 1 of the program. If its budget request is approved for fiscal year 2012, the program could be beefed up again to 190 advisers, State Department officials told the oversight agency.

Despite the considerable outlay in U.S. taxpayer money, the Iraqi government has yet to sign off on the program and doesn't seem to want it. The official in the Iraqi Ministry of Interior (MOI) responsible for the ministry's day-to-day operations, Adnan al-Asadi, suggested to SIGIR that the U.S. should spend the money on something for the American people instead.

"What tangible benefit will Iraqis see from this police training program? With most of the money spent on lodging, security, support, all the MOI gets is a little expertise, and that is if the program materializes. It has yet to start," al-Asadi said.

The inspector general said the State Department did not fully cooperate with their audit.

"There were delays in gaining access to key officials and in obtaining documents. Moreover, the documents provided were incomplete," the audit read. One meeting in May was canceled an hour before it was to start because State Department officials needed additional "Department guidance," SIGIR wrote.

The U.S. Embassy in Baghdad did not respond to a request for comment.

In a letter to SIGIR, the State Department said it "generally agrees" with the report's recommendations but defended its efforts.

State Department Assistant Secretary William Brownfield wrote that because they were unsure of whether they would get all the money they'd requested, they decided to start with a smaller number of trainers, and they could ramp up to 190 trainers if the funds come through.

Brownfield also said an independent organization was supposed to do a detailed assessment of Iraqi law enforcement capabilities but did not have access to people on the Iraqi side to finish the assessment in time. He said it would be done by November.

The fact that Iraq still does not have a permanent in interior minister has hampered efforts to come up with an agreement on implementing the training program, Brownfield wrote. But he said the MOI was committed to the program. He also wrote that the State Department hoped to reduce costs in the coming years and to hire more Iraqi support employees.

Freezer body: Is it woman missing since '83?

The remains of a body that were found inside a storage unit by relatives of a man who had rented it and died earlier this month may be those of a woman who was reported missing in 1983, Maine State Police said Saturday.

The relatives were cleaning out the Lewiston storage unit on Friday afternoon when they found the body inside an unplugged freezer, state police spokesman Steve McCausland said.

The remains haven't been positively identified, but McCausland said they may be those of Kitty Wardwell, who was reported missing 28 years ago at age 29.

The storage unit had been rented since 1992 by Francis "Frank" Julian, who was Wardwell's on-again, off-again boyfriend and was the last person known to see her alive. Julian died on Oct. 1 at age 80.

Julian told Salem, N.H., police that he dropped Wardwell off at a motel there after a fight on June 6, 1983, and traveled back to Maine without her, according to the Maine State Police missing persons website. A close friend of Wardwell officially reported her as missing the following month, and a subsequent police investigation indicated she was likely a victim of foul play, the website said.

Officials with the Maine medical examiner's office have removed the freezer, with the body still inside, and taken it to their offices in Augusta, McCausland said.

An autopsy to determine the identity and cause of death is expected to be performed Monday.
