Ammar Harris Search: Warrant Issued For Suspect In Deadly Las Vegas Strip Shooting Suspect
LAS VEGAS -- Police said Monday they have a warrant for a 26-year-old ex-convict identified as the prime suspect in a shooting and fiery crash that killed three people last week on the Las Vegas Strip.
"We can say with certainty that Ammar Harris is the suspect who fired the fatal shots," Las Vegas police Capt. Chris Jones told reporters at an afternoon update about a manhunt that he said would be advertised on southern Nevada billboards.
Police previously released a photo of Harris taken after his arrest last year in Las Vegas in a 2010 prostitution case. It showed Harris with tattoos on his right cheek and words on his neck above an image that appeared to depict an owl with blackened eyes. Jones said Harris should be considered armed and dangerous.
Jones said investigators were looking everywhere Harris had lived in the past. He wasn't specific.
Public records show that Harris previously lived in South Carolina and Georgia, and told a police officer when he was arrested in Miami Beach last December that he had lived in Florida for about a year.
Harris was convicted in 2004 in Orangeburg, S.C., of felony possession with intent to sell a stolen pistol, Jones said. The conviction was not in California, as police said earlier.
Clark County District Attorney Steve Wolfson attended the news conference and said afterward that the case was getting top priority from prosecutors and he hoped Harris would turn himself in. He said the warrant was issued Friday.
"If Mr. Harris is listening, I would urge him to surrender," Wolfson said.
Harris used the name Ammar Asim Faruq Harris when he was arrested last May in Las Vegas in the June 2010 case. He was charged with robbery, sexual assault, kidnapping and coercion with a weapon.
Las Vegas police also sought pandering by force and ex-felon in possession of concealed weapon charges stemming from allegations that Harris was a pimp and attacked a woman.
Court records show the case was dismissed last June. The prosecutor and a public defender who handled the case didn't immediately respond to messages Monday.
In Miami Beach, Harris was arrested Dec. 7 after he was accused of driving a silver 2006 Hummer H3 the wrong way on a congested street at 2 a.m. The arresting officer said Harris produced a Florida state identification card and provided a Miami address. The status of the case in Miami-Dade courts was unclear Monday.
In Atlanta, Harris was arrested in June 2004 on a felony marijuana possession with intent to distribute charge. According to court records, he pleaded guilty to a misdemeanor marijuana possession charge and was sentenced to three months in jail.
Fulton County jail records show Harris spent about two weeks in jail in February 2008 after a misdemeanor battery arrest. The outcome of that case was not immediately clear Monday.
In Las Vegas, investigators say Harris was driving a black Range Rover SUV when he fired shots into a Maserati before dawn Thursday, killing an aspiring rapper and causing a crash that killed two people when the Maserati slammed into a taxi that exploded in a fireball at the heart of the Strip.
Police said several other people were with Harris in the SUV as it fled the scene of the six-vehicle, chain-reaction crash on Las Vegas Boulevard near the Bellagio, Caesars Palace, Bally's and Flamingo resorts.
Jones and police homicide Lt. Ray Steiber said they were confident that Harris was the only shooter. They didn't say whether police intend to prosecute anyone else in the SUV.
But, "To anyone who is aware of his location or is assisting Ammar Harris in any way, you will be arrested and prosecuted," Jones said. "You may think you're being a friend, but keep in mind Ammar Harris is wanted for the murder of three citizens."
The SUV was the focus of an intense search before it was found Saturday parked in the garage of a gated apartment complex just a couple of blocks east of the Strip. Harris wasn't found at a nearby apartment where he was believed to have been living.
Kenneth Wayne Cherry Jr. was mortally wounded when the dark gray Maserati he was driving was peppered by gunfire from the SUV. Taxi driver Michael Boldon, 62, of Las Vegas, and passenger Sandra Sutton-Wasmund, 48, of Maple Valley, Wash., died in the taxi.
Police say the triple homicide stemmed from an altercation between Cherry and Harris in a valet area of the upscale Aria resort a block south of the crash scene at Las Vegas Boulevard and Flamingo Road.
A passenger in the Maserati was wounded in the arm, and four people from four other vehicles were treated for non-life-threatening injuries after the crash.
Las Vegas police sought help during last week's search for the Range Rover from local and federal authorities in Nevada and neighboring states of Arizona, California and Utah.

India's secret executions raise concerns
NEW DELHI (AP) ? For 11 years the family of a convicted terrorist waited and wondered about his fate as he sat on death row. Two weeks ago they found out ? from television. Mohammad Afzal Guru had been hanged in secrecy in a faraway jail in New Delhi. A government letter informing them of the imminent hanging arrived at their home in Kashmir two days after he was dead.
"No words can describe the pain. It was like a bolt from the sky. Our whole family is still locked in that moment. We're still struggling to reconcile with that moment," said Yasin Guru, the dead man's cousin.
India has hanged two men in the past three months, its first executions in eight years. In a departure from past practice, both were done in secrecy. Rights activists worry the government has set a precedent that could impact the nearly 500 people on death row in India, including four men whose mercy pleas ? their last hope of life ? were rejected by India's president last week.
"The new practice of executing in secret without prior notification to relatives is deeply worrying," said G. Ananthapadmanabhan, who heads the India chapter of Amnesty International.
Three months earlier, Mohammad Ajmal Kasab, the lone surviving gunman of a 2008 terror attack in Mumbai, was hanged in equal secrecy. His execution was announced several hours later.
Many believe that the government wanted to avoid violent protests in Kashmir ? where a separatist campaign has just begun to wane ? that would have erupted had Guru's hanging been announced beforehand.
But that's no consolation to his family or relevant to human rights activists and lawyers who see the two secret hangings as an assault on the values of democratic India.
Guru was convicted in the 2001 attack on India's Parliament that killed 14 people when five heavily armed gunmen entered the high-security parliament complex and opened fire. Eight police personnel were killed before the five attackers were shot and killed. A gardener also died.
Guru's wife, 13-year-old son and other family members were stunned when they heard on television news that he had been executed, said Yasin Guru, the cousin. Convicts facing imminent execution are normally allowed a last meeting with their families.
"The world's biggest democracy did not even have the courtesy to inform us," he said, adding the family was now demanding that the government hand over his body, which has been buried in Tihar jail in New Delhi, where he was executed Feb. 9.
The government says it sent a letter, dated Feb. 6, informing Guru's family of the execution. But it was mailed Feb. 8, one day before his execution and reached his family in Sopore in Kashmir on Feb. 11, two days after Guru was hanged.
"The most distressing failure of official compassion and public decency was in denying Afzal Guru's wife and teenage son the chance to meet him for the last time before his execution," activist Harsh Mander wrote in the Hindustan Times newspaper.
T.R. Andhyarujina, a former solicitor general of India, called Guru's execution "an inhumane act" that serves as "the most callous death sentence carried out by the government of India."
Kasab, the convict in the Mumbai terror attack, was a Pakistani. India said it informed Pakistan about the imminent execution and asked Islamabad to inform his family. Kasab's family did not claim his body.
There was little outcry over his execution, partly because of the deep revulsion that his actions evoked in India. The two and a half day attack by Kasab and his comrades in November 2008 left 166 people dead and is seared in the memory of most Indians. Because Kasab was a foreigner with no local ties, family or support, his execution did not cause the same kind of blowback that Guru's did.
Most of that anger was evident in Kashmir which erupted into violence after the news of Guru's hanging came out. Many Kashmiris also believe that he did not receive a fair trial.
Even Kashmir's chief minister, Omar Abdullah, an ally of the Indian government, said it was unacceptable that the family was not told of the execution and allowed to say goodbye.
"If we are going to inform someone by post that his family member is going to be hanged, there is something seriously wrong with the system," he said.
The secrecy goes against the humanitarian values the Indian state professes to uphold, said Rebecca John, a Supreme Court lawyer.
"The fact that the family was not informed, it reflects not only a weak state, but a brutal state; a state that does not believe in basic human rights," she said.
The use of the death penalty, on the books since 1860, has been unheard of recently. In 1982, the Supreme Court ruled that it should be given only in the "rarest of rare" cases. The executions of Kasab and Guru were the first time in eight years India had put anyone to death.
According to the government, 476 people were on death row in 2012. With most appealing for clemency through India's slow-moving judicial system, few will likely end up facing execution.
Rights activists point to the irrevocable nature of the death penalty and the rise in cases where DNA evidence has overturned convictions. They fear executions shrouded in secrecy deprive defendants of any last-minute legal recourse.
Attention is now focused on the four men on death row in the southern Indian state of Tamil Nadu whose mercy pleas were rejected by President Pranab Mukherjee last week, nine years after they filed them.
They were convicted in 1993 of involvement in a land mine blast that killed 22 people, including several police, who were on their way to arrest a notorious smuggler.
On Wednesday, they earned a short reprieve when the Supreme Court gave them six weeks to pursue a last bid for clemency.
Another case is that of Balwant Singh Rajoana, convicted in the 1995 killing of a former chief minister of India's Punjab state. Last year, the present chief minister, Prakash Singh Badal, took the lead in getting Rajoana's execution postponed while he filed another appeal in the Supreme Court.
Political experts say that Guru was hanged within days of Mukherjee turning down his clemency plea, which is unusual in India. They feel it was done with an eye on upcoming general elections expected next year.
The quick and quiet executions will allow the government to claim it is being tough on terror, without angering any major constituency, and perhaps winning accolades from the majority Hindus.
"This secret hanging is a clear message to Kashmiris that Indian laws are only meant to protect the state and its officials," said Khurram Parvez, a Kashmiri human rights activist.

Nigerian troops surround French family's kidnappers - source

YAOUNDE/MAIDUGURI, Nigeria (Reuters) - Nigerian security forces surrounded the kidnappers of a French family in northeast Borno state on Thursday in an operation to rescue the hostages, a Nigerian military source said.
French, Nigerian and Cameroonian officials earlier denied French media reports that the family, who were seized in Cameroon and taken over the border, had been freed.
The Nigerian military located the hostages and kidnappers between Dikwa and Ngala in the far northeast, the military source in Borno said, asking not to be identified.
Dikwa is less than 80 km (50 miles) from the border with Cameroon where the three adults and four children were taken hostage on Tuesday.
A senior Cameroonian military official declined to comment saying the matter was too sensitive.
Citing a Cameroon army officer, French media reported earlier on Thursday that the hostages had been found alive in a house in northern Nigeria.
"This is a crazy rumour that we cannot confirm. We do not know where is it coming from," Cameroon Communications Minister Issa Tchiroma Bakary told Reuters by telephone from the capital Yaounde.
"What is certain is that the French tourists who were abducted are no longer on our territory. However, we are in touch with the Government of Nigeria to intensify measures to continue the search for them along our common border," he said.
French gendarmes backed by special forces arrived in northern Cameroon on Wednesday to help locate the family, a local governor and French defence ministry official said.
Nigerian military spokesman Sagir Musa earlier also said the report on France's BFM television of the hostages being released was "not true," while Didier Le Bret, the head of the French foreign ministry's crisis centre, said the information was "baseless."
The abduction was the first case of foreigners being seized in the mostly Muslim north of Cameroon, a former French colony.
But the region - like others in West and North Africa with porous borders - is considered within the operational sphere of Boko Haram and fellow Nigerian Islamist militants Ansaru.
On Sunday, seven foreigners were snatched from the compound of Lebanese construction company Setraco in northern Nigeria's Bauchi state, and Ansaru took responsibility.
Northern Nigeria is increasingly afflicted by attacks and kidnappings by Islamist militants. Ansaru, which rose to prominence only in recent months, has claimed the abduction in December of a French national who is still missing.
Three foreigners were killed in two failed rescue attempts last year after being kidnapped in northern Nigeria and Ansaru, blamed for those kidnaps, warned this could happen again.
The threat to French nationals in the region has grown since France deployed thousands of troops to Mali to oust al Qaeda-linked Islamists who controlled the country's north.
The kidnapping in Cameroon brought to 15 the number of French citizens being held in West Africa.

CARSON CITY, Nev. (AP) ? Gov. Brian Sandoval signed legislation Thursday legalizing online gambling in Nevada, capping a dizzying day at the Legislature as lawmakers passed the bill through the Assembly and Senate as an emergency measure.
Nevada wanted to beat New Jersey, its East Coast casino rival, to the online gambling punch. New Jersey Gov. Chris Christie previously vetoed an online wagering bill but has indicated he may sign an amended version next week.
Sandoval and Nevada legislative leaders said it was important for Nevada to remain at the forefront of gambling regulation.
"This is an historic day for the great state of Nevada," Sandoval said, flanked by dozens of state lawmakers. "Today I sign into law the framework that will usher in the next frontier of gaming in Nevada."
Sandoval, a former chairman of the Nevada Gaming Commission added, "This bill is critical to our state's economy and ensures that we will continue to be the gold standard for gaming regulation."
He praised legislators for their swift action and commended Assembly Majority Leader William Horne, a Democrat from Las Vegas, for shepherding the bill.
Horne, in turn, had equal accolades for the Republican governor.
"This was a lot of work and it couldn't have been done without the governor's leadership and vision," he said.
Horne couldn't resist at jab at Nevada's gambling rivals.
"As to our competitor, New Jersey, they should be accustomed to following Nevada," he said.
AG Burnett, chairman of the Nevada Gaming Control Board, said the state already has about 20 applications from various operators, equipment and software vendors to be licensed for online gambling.
AB114 authorizes Nevada to enter into compacts with other states to offer Internet poker. It sailed through both the Assembly and Senate on Thursday after a joint hearing before the two judiciary committees.
Gambling regulators will now come up with regulations dictating compact parameters.
Lawmakers in 2011 passed a bill that put Nevada in position to legalize Internet gambling if the federal government sanctioned it. But when those efforts failed in Congress, Sandoval said Nevada would work toward agreements with other states.
Several other states began looking into online gambling after the Department of Justice issued a letter in 2011 stating that the federal Wire Act of 1961, often used to crack down on gambling over the Internet, only applies to sports betting.
Partnering with other states gives Nevada an expanded customer market and provides other states with Nevada's expertise in gambling regulation.
Pete Ernaut, a lobbyist representing the Nevada Resort Association, said expanding the customer base was key.
"It's imperative for the success of this that we compact with other states because we don't have a universe of players," Ernaut said.
The benefit for other states, he said, is Nevada's "most mature regulatory infrastructure."
"We have the most mature financial, auditing and collection capabilities, much greater than some of those states, and they have the players," he said.
The bill approved Thursday resolved a disagreement between Horne and the governor's office over licensing fees. Sandoval had pushed for companies that want to offer online gambling to pay a $500,000 fee, while Horne, in the original bill draft, proposed $1 million.
Under a compromise, the fee was set at $500,000, though it gives the Nevada Gaming Commission authority to change the amount. A renewal fee was set at $250,000.

In rich and poor nations, giving makes people feel better than getting, research finds
Feb. 21, 2013 ? Feeling good about spending money on someone else rather than for personal benefit may be a universal response among people in both impoverished countries and rich nations, according to new research published by the American Psychological Association.
"Our findings suggest that the psychological reward experienced from helping others may be deeply ingrained in human nature, emerging in diverse cultural and economic contexts," said lead author Lara Aknin, PhD, of Simon Fraser University in Canada.
The findings provide the first empirical evidence that "the warm glow" of spending on someone else rather than on oneself may be a widespread component of human psychology, the authors reported in the study published online in APA's Journal of Personality and Social Psychology.
Researchers found a positive relationship between personal well-being and spending on others in 120 of 136 countries covered in the 2006-2008 Gallup World Poll. The survey comprised 234,917 individuals, half of whom were male, with an average age of 38. The link between well-being and spending on others was significant in every region of the world, and it was not affected by other factors among those surveyed, such as income, social support, perceived freedom and perceived national corruption, the study said.
The results were similar in several experiments the researchers themselves conducted with participants in wealthy and poor countries. For one analysis, they compared responses from 820 individuals recruited mostly from universities in Canada and Uganda. The participants wrote about a time they had either spent money on themselves or on others, after which they were asked to report how happy they felt. They were also asked if they spent money on another person to build or strengthen a relationship. People who remembered spending money on someone else felt happier than those who recalled spending money on themselves, even when the researchers controlled for the extent to which people built or strengthened a relationship, according to the study.
The researchers obtained the same results when they conducted an online survey of 101 adults in India. Some respondents were asked to recall recently spending money on themselves or someone else, while others were tested for their happiness level without recalling past spending. Those who recalled spending on someone else said they had a greater feeling of well-being than those who remembered spending on themselves or those who weren't asked about spending.
In another experiment, 207 university students in Canada and South Africa reported higher levels of well-being after purchasing a goody bag for a sick child rather than buying one for themselves. Both groups went to labs where they were given a small amount of money and told to buy a bag of treats for themselves or one for a child at a local hospital.
"From an evolutionary perspective, the emotional benefits that people experience when they help others acts to encourage generous behavior beneficial to long-term human survival," said Aknin.

Japan's Abe to showcase alliance, get Obama to back Abenomics
TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe will be seeking to put a strong U.S.-Japan alliance on full display in the face of potential threats from a nuclear North Korea and an assertive China when he meets U.S. President Barack Obama on Friday.
Abe, who has kept his ratings high since taking office in December, also needs Obama's signoff on his economic revival recipe of big spending and hyper-easy monetary policy.
Expectations for "Abenomics," especially drastic monetary easing, have sliced about 10 percent off the yen's value against the dollar since Abe took office, raising concern that Japan is weakening its currency to export its way out of recession.
"The situation in East Asia is becoming more and more precarious," said Mikitaka Masuyama, a professor at Tokyo's National Graduate Institute for Policy Studies. "One of the things he wants to achieve will be reinforcement of the Japan-U.S. alliance."
"It would be a successful trip for Abe if his economic policy wins a nod from the U.S. side or at least if it is not rejected outright," he added.
Abe, due to arrive in Washington late on Thursday, also hopes to secure at least a wink and a nod from Obama that would allow him to argue that Japan can negotiate special treatment for politically sensitive sectors such as rice if it joins talks on a U.S.-led free trade pact.
U.S. Trade Representative Ron Kirk told Reuters in an interview on Wednesday that Tokyo must be open to negotiation on all trade sectors, but did not rule out the possibility of special treatment in the final deal.
Japan's big businesses wants it to join the Trans-Pacific Partnership (TPP) pact to avoid being left behind in global competition, but powerful farm lobbies are opposed, dividing Abe's ruling Liberal Democratic Party (LDP).
Previewing the meeting, Michael Froman, Obama's adviser on international economics, said the two leaders would review the status of TPP consultations and insisted that Japan would be expected to put everything "on the table" for negotiation as other countries in the process have done.
Froman declined to say whether the president would raise Japan's currency during the talks. But he told reporters: "The U.S. and Japan have a shared interest in seeing stronger global growth in the economy and we agree that no countries should target currencies for competitive purpose or try to grow at the expense of others."
SHOULDER TO SHOULDER
Aides say Abe's top priority for the visit, during which he will hold a summit on Friday with Obama and deliver a policy speech entitled "Japan is Back," is to repair an alliance they argue was dented by the 2009-2012 rule of the Democratic Party of Japan (DPJ).
"During the three years and three months of the Democratic Party government, there was a great gap in the U.S.-Japan alliance," said a close aide to Abe. "So the biggest objective is to rebuild the alliance."
Outside experts agree the alliance suffered under the first DPJ prime minister, Yukio Hatoyama, who tried unsuccessfully to revise a deal to move a U.S. Marine air base to a sparsely populated part of Japan's Okinawa island.
But Abe's immediate predecessor, Yoshihiko Noda, did much to repair the damage, they say.
The two leaders will spend time on the need for stronger sanctions on North Korea and are likely to discuss beefed up missile defense after Pyongyang's latest nuclear test last week.
Ben Rhodes, Obama's deputy national security adviser, said they would consult on North Korea's "provocative acts" as part of Washington's effort to reaffirm its commitment to Asian allies while sending a message to Pyongyang that it will be held responsible for its actions.
The hawkish Abe will also be hoping that putting a robust alliance on display sends a signal to China not to escalate the row over tiny islands in the East China Sea claimed by both Japan and China.
"It is important for us to have them recognize that it is impossible to try to get their way by coercion or intimidation. In that regard, the Japan-U.S. alliance, as well as the U.S. presence, would be critical," Abe told the Washington Post in an interview.
Tension has raised fears of an unintended military incident near the islands, known as the Senkaku in Japan and the Diaoyu in China. Washington says the islets fall under a U.S.-Japan security pact, but it is keen to avoid a clash in such an economically vital region.
"No one wants to allow tensions ... to escalate," said Danny Russel, Obama's Asia adviser.
The president "will value hearing the prime minister's assessment and will welcome any and all constructive steps to engage diplomatically and to manage the maritime situation in a way that prevents the risk of miscalculation," he said.
Obama and Abe may also discuss cyber-security, the White House said. U.S. officials have become increasingly concerned amid growing reports of China's role in cyber-attacks on U.S. government and corporate entities - something Beijing denies.
Abe is expected to come bearing one welcome gift - a promise Japan will finally join an international treaty on cross-border child custody disputes, known as The Hague Convention.
Japan has been the only member of the Group of Eight advanced nations not to join the pact, despite pressure from the United States and other countries.

LOS ANGELES (KTLA) ? Two officers who were being protected by the LAPD during Christopher Dorner?s alleged rampage spoke about being potential targets at a news conference Tuesday.
?For the first two to three hours I was in disbelief,? Sergeant Emada Tingirides said with her husband, Captain Phil Tingirides by her side.
?When you get a phone call and they tell you that somebody?s after your family, and within a very short distance of your home. They?ve already killed somebody else?s daughter. It made me sick to my stomach.? said Capt. Tingirides.
Between them, the couple have six children.
?We?d go in the garage and just cry, because we didn?t want our kids to see the anguish and the hurt that we were feeling,? said Emada Tingirides.
Phil Tingirides chaired the police disciplinary panel that recommended Chris Dorner be fired from the LAPD back in 2009.
Dorner blamed Tingirides for that and named him in his manifesto.
?Never ever did I think that somebody would go to this extent in their rage over the discipline that was handed out to them,? Phil Tingrides told the media.
The Tingirides family lived under 24-hour police protection for six days.
Oddly enough, they were offered a chance to get away from their home and stay in Big Bear, where Dorner eventually turned up.
The family says they spent most of their time in their home playing board games and not watching TV coverage of the Dorner manhunt.

New insight into dogs' fear responses to noise
Feb. 18, 2013 ? A study has gained new insight into domestic dogs' fear responses to noises. The behavioural response by dogs to noises can be extreme in nature, distressing for owners and a welfare issue for dogs.
The research by academics from the School of Veterinary Sciences at the University of Bristol, and funded by the RSPCA, is published in Applied Animal Behaviour Science. The study provides an important insight into dogs' fear of noises, and could improve our understanding of behavioural signs of fear or anxiety.
In the study two approaches were taken to investigate the occurrence of, and risk factors for, these behaviours: a postal survey of dog owners to investigate general demographic factors and a structured interview of a sub-set of owners to gather more detailed information.
Almost half of the owners who were interviewed reported that their dog showed at least one behavioural sign typical of fear when exposed to noises such as fireworks, thunder and gunshots, even though only a quarter had reported their dog as 'fearful' of noises.
This suggests that whilst they are aware of their pet's behavioural response when exposed to a loud noise, owners do not necessarily recognise this as being indicative of fear or anxiety. This has relevance both for awareness of compromised welfare, and the methodology for surveying such behaviour.
The most commonly reported behavioural signs were vocalising, trembling/shaking, hiding, vocalising and seeking people. It is thought trembling and shaking are more often reported by owners than other behaviours because they are similar to fearful behaviours in humans.
Other behavioural signs, such as decreased activity or salivation, may not be as easily recognised by owners as signs of fear, and may be under-reported. Also, signs of urination, salivation and destruction may make owners disappointed or angry, and this may influence their interpretation that such behaviours are associated with fearfulness.
Responses to fireworks were the most common, but fear responses to loud noises such as fireworks, gunshots and thunder appear to commonly co-occur, suggesting generalisation between salient stimuli.
The risk factors for owner-reported fear of noises included breed, although 12 breeds or breed types were less likely to show fear responses to noises than cross-breeds, including popular gundog breeds such as the Labrador, Cocker Spaniel and Springer Spaniel; age, where risk increased with age; and origin, where dogs living with the owner who bred them had a reduced risk compared to dogs purchased from the breeder by a second owner, supporting the view that an early environment that is very similar to the environment experienced in adulthood is advantageous.
The researchers suggest a dog's early life experience is an important factor in the development of fear responses to specific loud noises.
Dr Rachel Casey, European Specialist in Veterinary Behavioural Medicine and Senior Lecturer in Companion Animal Behaviour and Welfare at Bristol University, said: "Our results suggest that the characteristics of dogs, their early environment, and exposure to specific loud noises are involved in the development of fear responses to noises. Interestingly, less than a third of owners sought professional advice about treatment for their pet's response to noises."
Disappointingly, less than a third of owners currently seek professional advice about treatment for their pet's fear. The researchers recommend there is a need for veterinary surgeons to increase awareness among the general dog owning public that treatment is both available and effective in dealing with fears of loud noises, and to direct them towards appropriate sources of help.

Harmonix drops the mic, Rock Band weekly DLC ending on April 2nd
After 275 consecutive weeks of DLC that produced over 4,000 songs, Harmonix is tuning up Rock Band for its final content release on April 2nd. As the once-prominent rock star sim walks up the Stairway to Heaven, its studio will release additional tracks and pro guitar upgrades. This final planned run of new content will include music from unnamed artists who have yet to be featured in the Rock Band series. Sure, this news is a bummer, but not all hope is lost. Harmonix clarified that this isn't the end of the Rock Band franchise as a whole, only its weekly DLC releases. So, don't go listing your plastic axe on eBay just yet, because you never know when or where Harmonix could announce a reunion tour.

BERKELEY, Calif. (AP) ? California coach Mike Montgomery was reprimanded by the Pac-12 on Monday for shoving one of his own players in the chest during a game.
The conference did not announce what specific punishment Montgomery received for his actions Sunday night, although he will not be suspended.
"While emotions can run high in competitive environments, Pac-12 coaches are expected to conduct themselves in a manner that will reflect credit on the institution and the conference," Commissioner Larry Scott said. "Each Pac-12 coach must be aware that they are an example to student-athletes and other students, and consistent with this influence and visibility, must meet a particularly high standard."
The confrontation happened during a timeout early in the second half of Cal's 76-68 win over Southern California on Sunday night when Montgomery yelled at star guard Allen Crabbe for nonchalant play and then shoved him in the chest with both hands.
Montgomery downplayed the run-in immediately after the game but later issued an apology through the school. On Monday, he acknowledged he went too far trying to get his star player out of a funk.
"I made a mistake," he said in an interview with Pac-12 Networks. "There's no question about that. Allen is so important to us. There's a lot of pressure on Allen. He's got to perform for us. People are holding him, they're pushing for him, they're physical with him. It's very difficult for him. He, like everybody else, I'm sure he gets tired of that.
"Sometimes he tends to take himself out a little bit. Yet for us, he's our leader. We can't play if Allen is not engaged. To his credit, he generally has been but in this particular game I thought he was a little bit out of it."
Crabbe had to be forcibly restrained by teammates and briefly left the court before coming back and leading a comeback victory for the Golden Bears (16-9, 8-5 Pac-12).
Athletic Director Sandy Barbour said in a statement late Sunday night that she understood the game was emotional but Montgomery's actions were inappropriate.
"It is unacceptable for our coaches to have physical contact with student-athletes regardless of the circumstances," she said. "The second-half incident was certainly out of character for Mike Montgomery, and I am confident that something like this will not happen again."
Montgomery tried to make light of the controversy in the postgame news conference, smiling and saying the move motivated Crabbe. He also said he would do it again.
"Worked, didn't it?" Montgomery said of the exchange with Crabbe. "Allen had come down twice went to the wrong side of the court and his guy shot two 3s. I was trying to get him going. Probably overdid it a little bit but Allen's my guy. We can't win if he is not ready to play."
Crabbe, the leading scorer in the Pac-12 with an average of 19.8 points, scored 14 points after the shove and led the Bears back from a 15-point deficit to win.
Montgomery later apologized in a statement released by the school.
"I have great passion for this game and tonight, I let my emotions get away from me in the heat of the moment," Montgomery said. "While my intent was to motivate our student-athletes, my behavior was inappropriate and I apologize for my actions."
Crabbe said after the game that emotions were high at the time and Montgomery was just trying to motivate him.
"Everything's fine," Crabbe said. "It's under the bridge. He's my coach, no hard feelings. We're just going to keep moving on."

G20 currency pledge is 'significant' - Mexico finance official

MEXICO CITY (Reuters) - A promise by Group of 20 nations to avoid a currency war is an important step but it is unclear whether it will lead to a change in their policies, Mexican Deputy Finance Minister Fernando Aportela said on Saturday.
At a meeting in Moscow, G20 finance ministers and central bankers pledged to refrain from competitive devaluations and said monetary policy would be directed only at spurring price stability and growth, wording very close to a statement by Group of Seven rich countries earlier in the week.
"It was very clear that embarking on competitive devaluations is not something which is sustainable," Aportela said in a telephone interview from Moscow following the meeting. "That promise, coupled with the G7 promise, is very significant."
Monetary easing by developed nations, including Japan and the United States, has helped economic growth but also unleashed destabilizing capital flows into emerging markets, including Mexico, where foreign holdings of government debt are at record highs.
Capital inflows tend to push up the exchange rate of recipient countries, making exports less competitive. China said at the meeting in Moscow that developed nations should take note of "spillover" effects.
Aportela said it was hard to say whether developed countries would actually change their policies as a result of the G20 promise.
"It's difficult to make a forecast," he said.
G20 countries also deferred setting new fiscal targets to replace those agreed in Toronto in 2010, which will expire this year. Aportela said he hoped G20 leaders would agree on new debt and deficit goals at their summit in St. Petersburg.

COLLEGE PARK, Md. (AP) ? As the final horn sounded and Maryland fans rushed the court to celebrate a rare victory over its bitter rival, weary Duke had just enough energy left to escape the mayhem for the safety of its locker room.
Seth Allen broke a tie by making two free throws with 2.8 seconds left, and the Terrapins stunned the second-ranked Blue Devils 83-81 Saturday night to end a six-game skid in the series.
Coming off a five-day break, Maryland notched its most significant win of the season at the expense of a tired Duke playing its fourth game in 10 days.
The Blue Devils were worn out, and it showed.
Duke was outrebounded 40-20, never led in the second half and got only four points and three rebounds from 6-foot-10 senior center Mason Plumlee.
"This has been an exhausting schedule for our team," coach Mike Krzyzewski said. "We're playing on fumes and I think you could tell that with Mason. I thought he looked exhausted the whole game. He's been great. Obviously not good tonight."
The Terrapins (18-7, 6-6 Atlantic Coast Conference) did not trail after halftime but never could pull away.
Duke (22-3, 9-3) was down by 10 with 3:39 left but pulled even when Rasheed Sulaimon made three foul shots with 16.7 seconds to go. Quinn Cook then fouled Allen as the freshman guard drove through the lane, and Allen made both shots.
After a Duke timeout, Cook's desperation 30-footer bounced off the back rim. Chaos ensued as the fans immediately rushed the court.
"I thought it was in when I got it off," Cook said of his final attempt.
Alex Len had 19 points and nine rebounds for Maryland, and Allen scored 16. The Terrapins had lost 12 of 13 against Duke, including a 20-point embarrassment last month.
"I told our players before the game, there's a lot of pride in Maryland basketball," coach Mark Turgeon said. "There's also a lot of passion about Maryland basketball. We talked about playing with those two things for us and for our fans. Our fans were just tremendous."
From the end of the Star Spangled Banner to the final buzzer, the crowd never stopped shouting for the Terps, who rewarded their fans with a memorable victory in a rivalry that appears destined to end when Maryland leaves for the Big Ten in 2014.
"I have a great deal of respect for Maryland," Krzyzewski said. "If it was such a rivalry they'd still be in the ACC. Obviously they don't think it's that important or else they wouldn't be in the Big Ten."
Oh, but it's very important to Maryland and its coach.
"This win was for my family and the fans," Turgeon said. "I know what this win means for our fan base, and I really wanted to beat Duke."
The Blue Devils had their six-game winning streak end. Seth Curry scored 25 and Cook added 18. But Plumlee was completely outplayed by the 7-1 Len, who went 6 for 8 from the field and 7 for 8 at the foul line.
"There's so much pressure for Mason to play outstanding," Krzyzewski said. "That wears on you as the season goes on. He just didn't look fresh tonight."
Said Plumlee: "I didn't show up to play today and I let my teammates down. It's all on me."
Maryland committed a whopping 26 turnovers, eight by Allen. The Terrapins shot an impressive 60 percent from the floor and finished with a 40-20 rebounding advantage.
Maryland played without reserve guard Pe'Shon Howard, who was suspended for violating team rules. Despite being demoted from his starting role last month, Howard still leads the Terrapins in assists.
Maryland led 66-63 before Allen scored on a drive. Dez Wells then stole the ball from Cook and went in for a dunk for a seven-point lead with 5:20 left. After the Blue Devils closed to 71-63, James Padgett made a layup for Maryland and Wells made two foul shots for a 10-point cushion.
The crowd increased its volume with every subsequent basket by the Terrapins, whose previous win over Duke came in March 2010, when Greivis Vasquez celebrated Senior Night with a 20-point performance.
In this one, it was 80-72 before Curry made two straight 3-pointers to bring Duke to 80-78 with just under a minute left. After Wells was called for a charge, Curry had a 15-footer bounce in and out of the basket.
It was that kind of night for the Blue Devils.
This score was 39 all before Allen hit a 3-pointer to spark a 10-2 run that included five points from freshman Shaquille Cleare. It was 53-43 before Curry bagged a 3-pointer, Alex Murphy made a layup and Curry drove the lane following Maryland's third turnover in a 60-second span.
That cut the gap to three points, and seconds after a 3-pointer by Cook got the Blue Devils to 55-53.
After the Terrapins went up by six, they committed turnovers on three straight possessions. That enabled Duke to close to 59-57 on a dunk by Murphy, but four straight free throws by Len gave Maryland a 64-59 advantage with 7:20 remaining.
The first half featured two ties, 10 lead changes and ended with the Terrapins up 35-34. Curry (14 points) was one of only four Duke players to score before halftime.
